Protocol of the Meeting of the Balkan Federation of Beekeeping Associations in
Belgrad, October 08, 2005


Today, Belgrad 08.10.2007, a meeting of the Balkan Federation of the Bee-keeping Unions (BFBU) was held. The presidents of the bee-keeping unions attended the meeting: Stefan Stefanov – Bulgaria, Petko Zlatev – Macedonia, Eugen Zorici – Romania, Miliko Slivic – Serbia and Montenegro, Selami Durak – Turkey and Cristian Constantinescu – the Institute of Apimondia in Bucharest.

The president of the Federation, Kosta Kostov, was not present at the meeting due to personal reasons. That is why the meeting was led by the vice-president Selami Durak.

                    


The conference had the following agenda:
  1. Discussion of the documents related to the registration of the Balkan Federation. Reported by the presidents
  2. Discussion of the topics for teawork among the countries members of the Federation during the years of 2005-2006. Reported by Stefan Stefanov
Everybody agreed with the agenda. After all the discussions the following decisions were taken:

Decisions related to topic 1 in the agenda
  1. Romania has to send the original document of the decision taken by the court for the actual condition of the Union. Deadline 30.10.2005
  2. Serbia has to send the original document taken from the police for the actual condition of the Union. Deadline 30.10.2005
  3. Turkey has to send:
    • a document for the actual condition of the national bee-keeping union from the ministry. This document has to mention that Bahri Ilmay is the president of that Union;
    • a document signed by Bahri Ilmaz, saying that their organization has decided to participate in the Balkan Federation and also that Selami Durak has the full rights to sign all constituent document.
  4. The General Secretary, Stefan Stefanov, was given the task to prepare and give all necessary documents for the registration of the Balkan Federation as a legal body in the court before the end of the year 2005. Deadline 30.10.2005
Decisions related to topic 2 in the agenda

After the lively discussions related to the project, proposed by Stefan Stefanov, the following general topics were accepted over which all the countries in the Federation would work during the years of 2005-2006.
  1. To establish a training centre in Sofia City for the enhancement of the qualification of the humane doctors and turn them into apitherapy doctors. Doctors from all the countries members of the Balkan Federation would be trained in this centre. Country coordinator Bulgaria
  2. To establish a training centre in Bucharest for the enhancement of the qualification of the veterinary specialists that are responsible for the prophylaxis and cure of the bee families. Country Coordinator Romania
  3. To agree upon a standard for the indicators that the brand Balkan honey would meet. To establish a laboratory related to the Institute of the Apimondia in Bucharest that would qualify bee products. This laboratory would establish branches in all the countries members of the Balkan Federation. Country coordinator the Institute of the Apimondia in Bucharest
  4. To establish a scientific centre in Belgrade dealing with the implementation of new technologies in the bee-keeping and the bee inventory. To organiye a team of specialists which has to prepare and suggest a uniform system from bee-hives that has to be implemented in the countries of the Balkan Federation.   5. To organiye a team of specialists which has to learn more about the opportunities for the implementation of a mutually accepted breed of bee mothers for the countries of the Balkan Federation. This breed has to be used be the European Union as well. Country coordinator Romania
  6. To examine the possibility for the organization of a joint team of specialists that has to organize the production of early bee mothers (around March-April) in the southern parts of Turkey for the needs of the bee-keepers from the countries members of the Federation. Country coordinator Turkey
  7. Romania has to send to the Secretariat informational materials concerning the breed of bees called Bekvas so that all the bee-keepers-specialists in the countries members of the Federation would be aware of the details related to that breed. In this way they would try to prevent the spread of this breed of bees. A final date 30.11.2005. Coordinator - Secretariat
  8. Turkish and Macedonian specialists would prepare a preliminary project for the development of a marketing program for the Balkan Federation. The mentioned marketing program would suggest ways to develop team projects for the improvement of the realization of bee products including the development of honey-bearing vegetation. The marketing project has to point out suggested ways to finance it as well. This marketing program would be discussed at the meeting of the Federation in February 2006 in Bulgaria.   9. Each country has to send to the Secretariat all the basic country law limitations specific for each country that may impede the implementation of certain decisions for teamwork among the countries members of the Federation deadline 30.11.2005. The materials sent in the Secretariat would be summarized there and would be suggested for discussion at the meeting in February 2006 in Bulgaria. Coordinator - Secretariat
  10. To discuss the possibilities for the organization of national exhibitions during the year of 2006, where exhibitors from all the countries members of the Federation would participate. During the exhibitions scientific symposiums concerning different topics could be held as well as competition for best honey, etc. All the suggestions should be sent to the Secretariat before 30.11.2005. They would be discussed at the meeting in February 2006 in Bulgaria. Coordinator - Secretariat
  11. It was accepted that a congress of the Balkan Federation will be held every two years. Until 30.11.2005 all the countries have to send to the Secretariat their own suggestions for the organization of those congresses and all the suggested activities that should be held during the congresses. Turkey and Bulgaria have to prepare their own suggestions for possible ways to organize the first congress of the Federation in their countries. At the meeting in February 2006 in Bulgaria a decision would be taken concerning where the first congress of the Balkan Federation would be held and also what program would it follow.   12. Bulgaria suggested that the publication of magazine Pchelarstvo (Bee-keeping) could be published as a magazine of the Balkan Federation from now on. The Institute of Apimondia in Bucharest would participate actively in its publication. The concrete ideas concerning that issue would be discussed at the meeting in February 2006 in Bulgaria. The Secretariat has to send to all countries members the project of the protocol from the meeting held on 08.10.2005 in Belgrade before 20.10.2005. On the other side the countries members have to send before 10.11.2005 their notes/critics/suggestions, if there are any, concerning the protocol or they have to send a message to the Secretariat that they accept the current protocol and confirm that they will sign it at the next meeting.
